As part of Mafube Local Municipality (MLM)’s “Annual Report”, the table below illustrates the performance of each Key Performance Area during the 2024/2025 Financial Year. MLM admits that the municipality achieved only 54 of the performance indicators set, and 132 were not achieved. This translates to 29% target achievement, resulting in a negative variance of 71% of non-performance. The table below details analysis of the institutional performance per the Key Performance Indicators and the Key Performance Area (KPAs).

The Annual Report of a municipality has to be made public within 7 months of the financial yearend in accordance with local government legislation, thus before the end of February every year. Mafube Business Forum (MBF) have repeatedly reminded the management of MLM of this obligation and note with interest that the municipality for the first time ever complied in this regard – a step in the right direction indeed.
The Municipality by its own admission, did not do well in achieving the set targets for various reasons stated. the performance report includes columns indicating the reasons for underperformance and corrective measures aimed at improving performance. MBF issued comments on the analysis and indicated where it was found that the achievement of set targets is overstated and that the proposed corrective measures are inadequate. MBF’s assessment of MLM’s Annual Institutional Overall Performance for 2024/25 indicates that in reality less than 12% of the set targets were achieved
MBF accept the analysis at face value to be a positive step and a sincere action to address the seemingly hopeless situation at MLM. Despite the poor outcome of the analysis, it can be useful as a reference for future planning and management moving forward.
