The Mafube Local Municipality (MPM)’s ongoing failure to provide safe water violates residents’ constitutional rights. Despite an affidavit from the head of CoGTA five years ago regarding the construction of a water testing laboratory in Mafube, there has still been no progress.

Institutions such as the Department of Water and Sanitation, the SA Human Rights Commission and MBF have already called for immediate intervention to ensure infrastructure repair. Attempts to offer solutions are ignored.

Causes of the Water Problem:

  1. Financial and Capacity Problems: Poor management leads to infrastructure failure.

  2. Management Mismanagement: Misappropriation and unmotivated employees undermine service delivery.

  3. Non-compliance: DWS guidelines and court orders are ignored.

Impact on Residents:

  • Violations of rights to dignity and health.

  • Health risks from unreliable water.

  • Daily deprivation and high cost of bottled water.

Solutions:

  1. Accountability: Prosecute officials for mismanagement.

  2. Water Service Bylaw: MPM must work with or appoint a qualified Water Service Provider.
